How decisions are interpreted
Each stage concludes with Advance, Hold, or Stop. Advance when the evidence meets the gate criteria; Hold while a defined gap is resolved; Stop when the evidence no longer supports the opportunity. Commitment increases as uncertainty decreases. This framework uses decision gates rather than a maturity score.
